Lynne L. Heidel Has practiced land use law for over 30 years and is one of the most respected land use lawyers in San Diego. She represents residential, commercial, industrial and retail developers, homeowners, and non-profit organizations including hospitals, religious and educational institutions. Lynne advises clients on legal and strategic issues related to the land use entitlement process and assists in all phases of that process from application through public hearings. She has a thorough knowledge of State land use regulations including the California Environmental Quality Act, the Coastal Act, the Subdivision Map Act as well as local regulations related to general plans, use permits, discretionary development permits, variances, exactions and fees.
Lynne has actively participated in community and professional organizations. She currently serves as a Director on the San Diego County Water Authority and is on the Board of the Metropolitan Water District of Southern California. In the past she has served on the boards of two redevelopment corporations in San Diego: the Centre City Development Corporation of San Diego and the Southeast Economic Development Corporation. She has served on non-profit boards including the YWCA of San Diego County and on Rachel’s Advisory Board. Lynne was also elected to the Rancho Santa Fe Association Board of Directors twice and also served as president twice. She is a member of Lambda Alpha International, an honorary land economic society.
Lynne received her undergraduate education at Smith College (B.A. 1969) and her graduate education at the University of Rochester (M.A. 1971). In 1979, she received her law degree from California Western Schools of Law where she was an editor of the law review.
