Mr. Sullivan’s practice has, since 2003, significantly involved representation of non-profit higher education institutions regarding matters of corporate governance, compliance with federal and state regulations, executive compensation, real property leases and sales, land use, general administration, contracts, faculty relations, employment and student affairs. Related to this higher education practice area, Mr. Sullivan served for many years on the Board of Trustees of the California State University San Marcos Foundation, including for three years as its Chair until 2009. Mr. Sullivan is also a member of the National Association of College and University Attorneys, and the Education Law Association.
Mr. Sullivan’s practice experience further includes substantial work in the area of land use and environmental permitting and litigation, real estate, and municipal law. Mr. Sullivan was the (contract) Deputy and then Assistant City Attorney of the City of San Marcos from 1996 to 2002 where he handled a variety of land use, environmental, redevelopment and municipal litigation matters as a partner with the firm Lounsbery Ferguson Altona & Peak, LLP. Since 1996 he has also represented many private clients on land use and environmental permitting and litigation matters.
From 1990 to 1995 Mr. Sullivan practiced commercial litigation in Dallas, Texas, with the international law firm of Fulbright & Jaworski LLP.
Mr. Sullivan received his undergraduate degree from the University of California, San Diego (B.A., cum laude, 1986.) He graduated in 1990 from the University of San Diego School of Law (J.D., cum laude) where he served on the Law Review.
He was admitted to the California Bar in 1995 and the Texas Bar in 1990. He served for many years on the Board of Directors of the Escondido Chamber of Commerce beginning in 2000.
